These are available for everyone without a proxy. All you have to do is go to this link:

Log into stardoll if you are not already logged in. Scroll down and where it says 'I'M GOING TO TURN OFF MY LIGHTS FOR EARTH HOUR', just underneath it tick the 'YES!' bit.

They should be in an earth hour bag in your suite.
